I have just signed up for the paypal.My credit card has been verified already but everytime I try to send money I get the message below You have reached a limit on your ability to send money. Please link and confirm a debit or credit card to lift this limit. Can you please advise what ** I suppose to do ?

Thank you for contacting PayPal. Reviewing your account, I noticed that you have unsuccessful tried to send money. There is no problem with your card.
We have reviewed your PayPal account and can confirm that the transaction you are referring to has been stopped by our internal security system. We employ complex statistical models to identify patterns of behaviour. This is similar to the way banks and credit card companies identify patterns of behaviour that are out of the ordinary when approving individual transactions. When our system does not allow a certain funding source for a transaction, it means that there may be a higher-than-normal level of risk associated with the transaction. This may include but is not limited to a transaction being challenged to be unauthorised. Please be assured that this is a standard procedure for all transactions going through PayPal and it's carried out in accordance with our User Agreement.
We regret any inconvenience this may have caused and would like to ask you to initiate the payment at a later date or use another funding source. This is not an issue form you credit card or your bank.
Our system decides to block this payment and will not allow it again.I can totally understand your confusion about that but unfortunately, we will not able to activate this payment again with payment. For that reason,I will advice to contact you seller and find another way to pay him. Please let me know if you need further assistance.
